Acording to EEMUA publication 105
All handrails on stairways and platforms above 15M must have a 3rd rail 1590mm from the finished floor level, and the full height fully infilled with mesh. What I would like to know must we follow these EEMUA guidance notes or can we install the rails to BSEN qualified standards.
Any help on this subject will be appreciated.

EEMUA 105 is just guidance, its is not a Statutory requirement. You can design to whatever standard you deem is appropriate.
There is a BS standard about stairs and hand rails etc, which gives very similar figures.

Also all standards are subservient to risk assessment but designers, planners and building control do not like to go the risk assessment route as they would feel terribly exposed so they all err to caution to save themselves just in case something happens e.g. on stairs you should ID those using the stairs and design accordingly e.g. if all people using the stairs are 6'6 or 4'6' them the design needs to account for such users as standards and building regs etc. do not account for anything but the average even where the average is not good enough
