We had a slip last week initially the IP stated he had a broken bone in his wrist it was reported as RIDDOR. On having a second xray it was chipped and after being strapped he was able to retrurn to work. The question is: Can I retract a RIDDOR submission?

No, but you can call the contact centre with further info and that will mean much less chance of a follow-up visit. However, a 'chipped' wrist is still a fracture, and is still therefore reportable, irrespective of whether he was able to return to work,

A very good reason to provide as much info on the notification, especially to avoid a phone call from HSE.
I try to hold of any notification as long as possible (within the limits defined under RIDDOR) to determine if it gets reported.
