Portable Appliance Testing - Phone system and Network Infrastructure

I've been asked the question "are we required to unplug and test our Phone system and Network infrastructure as part of PAT testing"
My first thought would be no, a visual inspection would sufficient but then I thought that there could be a need to have it tested and now I'm left unsure! Any help advice on this issue would be very much appreciated

Stop calling it portable appliance testing.
Does your phone have an electrical connection?
Or is it plugged into a telephone outlet or data outlet?

How big is the equipment? Are we talking about a single rack of stuff you can buy off-the-shelf or a whole building of serious stuff?
If it's off-the-shelf and classII, INDG236(rev3) table 1 has suggested intervals for checking equipment. It states that for "Double insulated (Class II) equipment: Not hand-held. Moved occasionally, eg fans, table lamps" visual inspection is required every 2-4 years, and testing is "No".
Unless you're doing something really unusual with it, your phone equipment and network infrastructure is going to be moved around a whole let less fan fans or tables lamps. The equipment in our server room racks is not powered down for PAT testing.
