Does anyone know how to piece noise protection together to get to 131 dB(C)
calculations are fine but not sure what is needed other than double protection
any ideas gratefully received

Clarification? Do you want to protect against a C weighted level of 131dB? This is below the Lower action value of 135dB (C). What are the A weighting results?
I would be careful advising people to wear double protection because this can overprotect and restrict people hearing alarms or warning being shouted etc.
What is the noisey process your doing?

I'm not sure it is possible as bone conduction becomes increasingly important as the level increases.

I Know the HSE has stated in the past wearing plugs under muffs can give an extra 6db of protection.
If you can find some high noise atenuating ear muffs such as: 3Mâ„¢ PELTORâ„¢ X Series Ear Muffs X5A, which give 37 Decibels attenuation
With plugs underneath you should be able to reach (85+37+6)128db protection, you can then limit the daily noise exposure period to 4 hours and there you have it.
