I was hoping that someone could save me a lot of work and analysis :)

Has anyone carried out an analysis of the changes from old HSG65 to new.

POPIMAR is now PDCA however has anyone carried out and analysis of what is new and what has changed at a lower level ?

Angela, I've carried out my own independent review and concluded that it was a cynical moneymaking exercise for which I have no use.

I love POPIMAR because I know it back to front. It's going to be hard to convert to this new system....

It’s not a new system. It is a dumbing down of the old system!
Essentially what they have done is taken the main elements from POPIMAR and put them under four new headings Plan, Do, Check, Audit. You are still expected to do the same sort of stuff but there is now a nice new pastel coloured (non-threatening) graphic to help you on the way. It’s just window dressing.

The prime reason for the HSE to use PDCA is that PDCA has become the internationally accepted norm for most, if not all Managment Systems Standards, irrespective whether Environmental (ISO 14001) , Quality (ISO 9001) and so on.

I very much doubt that HSE has unilaterally revised HSG 65. Those who have actively contributed to the development of the refreshed HSG65 include; IOSH, RoSPA, BSC, TUC, SBTAF, Energy Institute,
ABI, BSI (and its Health & Safety Management Committee which represents a broad range of interests) and Prof Richard Taylor (prior to his appointment to the HSE Board). CBI, CIEH are fully aware of the proposals.

I agree that the changes appear to be cosmetic to those of us who have worked with HSG65 for some time, but I must admit the new structure does help when describing it to others who do not work in h&s.

The easiest way to think about the changes is to put each section of POPIMAR under the four new titles e.g. Plan - policy etc. Page 7 of the document has quite a useful table for making these links.
