A friend of mine does some work that involves working alongside the local council. It involves him plugging his electrical equipment into the councils supply. He has all the necessary insurances but the council want it written down in his policy. Does anyone have any experience of this and if so, an example of the required wording? To be honest, i think they only want something in writing regarding responsibility when plugging in/removing the plug but he wants it worded correctly so it can't come back and bite him.

Not entirely clear on what "it" the Council is looking for here, although he could state (or warrant):
" so far as reasonably practicable any and all electrical appliances and work equipment supplied and used in connection with this contract will be subject to appropriate statutory and other test, inspection, maintenance and examination so as to eliminate or minimise risk."
That said, there's an onus here on the Council to provide a safe fixed electrical installation........I bet that isn't stated in their "Policy"!

What about adding " so far as reasonably practicable any and all electrical appliances and work equipment supplied and used in connection with this contract will be subject to appropriate statutory and other test, inspection, maintenance and examination so as to eliminate or minimise risk, in line with the Council's current Safe Systems of Work regarding electrical installations" ;-)

As for "it", Ron, i think they just want to pass on any responsibility to my mate if any of the council employees get injured for any reason.
