Does anyone know the rate for developing a safety management system for a company:
I would prefer to charge the actual price and not a day rate

There is no rate as it depends on so many factors involved and if you cannot evaluate these to arrive at a figure you really are best to pass the job on to someone more experienced in the field.

Thanks for the advice, however I am going to disagree with you as I am experienced in doing SMS internally just was looking for a guideline for external opportunities

SM1, is this a day's work or a year's work?
You are in a much better position to know the answer than anyone else on here and therefore to price the job accordingly, especially as you know your way around SMS.

How long is a piece of string?
Depends on many factors - the current 'state of play' with respect to he maturity of the existing SMS.
Size of the organisation?
Activities/work processes of the organisation?
Also you need to consider how you will intoduce any changes to the SMS - all at once, or by slower changes e.g. site by site if a muli-site organisation.

Charge a "fee" for conducting a gap analysis of the organisation to determine what is needed. Depending if its one site, multiple locations and the complexity of the activities etc this could be anything from 3 days to 10 days, price accordingly.
Once you have the results of the gap analysis you have a sense of the amount of work needed and price accordingly.

Doing the task internally is very different to that of an external client as you not only have the task of developing a SMS but also gettin g to know what they already do. A good system needs to reflect what is already done, correcting as necessary and developing systems for the gaps. Finally it is about implementation support. All very different tasks from an internal system which you already know and have some control over.
Yes I can churn out a written system in a couple of days but does it mean anything to those who are going to do it. I once did a draft one purely based on their legal requirements for a Nursing Home in 48hours. I then spent time over some months with them refining it to match their current systems.
