Does anyone know if this document has been updated in line with 2013 changes - I have an old paper copy (2008) - or is all the guidance now online.

There is an updated L73 - Fourth edition, published in 2012.
I'm not aware of anything after this.

Just to add for those who don't know; all HSE guidance documents, and indeed most of HSE Books' catalogue, can be downloaded free of charge as a .pdf,
