Can anyone tell me if there is a standard that mobile safety steps should be manufactured to in a similar manner to ladders which should be to BS 2037 or EN 131 depending on use?

Link didnt work for me, if its the podium steps you are referring to though it would be PAS 250:2012?

Or if it's a step stool try BS EN 14183:2003
