The New Managment System Standard out for comment ISO CD45001

It is now out for consultation in draft as ISO CD45001 and can be downloaded from the HSE Web site. One of the questions that I would like ansered is:
What is a "Management System" and what is the difference between an "OH&S Management System"? Particularly whether a management system is seen as either as a set of rules that are established and implemented or a network of processes that are designed, resourced and managed to deliver business outputs in the same document.
I would also like to know how we can prevent unforseen changes, (line 1412) because if you cannot foresee it how would you know? It is one of the Donald Runsfeld unknown unknowns!
Please read the new standard and lets have our say on it before it is cast in stone.
