There is no legislation to prescribe who should sign it. Ours is signed by the board of directors- not a single person. Andy

Our health & safety legislation is NOT that prescriptive. The expectation is that it is comes from the most senior management person representating the organisation/employer i.e. CEO or equivalent. The large PLC's and equivalent could have a combined group policy and then independent businesses can have their own versions

Not in legislation but unless the name on the policy statement is of someone sufficiently senior (at least board level) it gives the impression that the organisation does not really care about H&S. After all what does the CEO loose by signing up?

The policy states the following: Except in such cases as may be prescribed, it shall be the duty of every employer to prepare and as often as may be appropriate revise a written statement of his general policy with respect to the health and safety at work of his employees and the organisation and arrangements for the time being in force for carrying out that policy, and to bring the statement and any revision of it to the notice of all of his employees. So who exactly is the employer? In smaller businesses its quite feasible for the proprietor to sign it. In larger organisations, this will more than likely be entrusted to managing Directors or individuals of very senior importance. The main thing that I'm sure we all agree on is that the policy needs to reflect the company's desire to create a safe working environment and that the signature is from somebody that has the influence and authority to implement it.
