What is the difference between a safety manager and an advisor/officer?

Usually Safety Manager , Manage a team and is part of organization Management Team, he is involved in overall organisation HSE performance reporting, budget planing and strategic decision making and policy writing .. other duties are same with advisor/ officer

Very often no difference at all. I have been at some time or other - manager, adviser, engineer, consultant, representative. Same [expletive deleted] just different title - LOL!
