I am the safety co-ordinator on a large construction project in yorkshire; having seen the positive effects of using a set of Visual & Common Standards; photos of what looks bad and what looks good in use at the London Legacy Olympic Stadium, I am developing a similar document for this project.
I have hit a snag...copyright on the photos. I cannot use photos on documents that i have brought with me because I don't own them.
Therefore, I need to access a huge bank of construction health, safety & environmental photos that are either free of copyright, can be purchased or can be used if reference is made on the document to the owner.
Can anyone help?

It may have more of an impact if the photos related to the site operatives were working on. This may be difficult depending on what stage the project is at, but can always mock up scenarios / events etc in order to make them site specific.

Can anyone help? SW definitely sent you in the right direction. Send them just two of your own photo's of someone 'taking a chance' and you become a member for 12 months allowing full access to download their wide group of photos of various disciplines.

Good for you for realising you can't just rip off other people's work and that this includes photos.

You can try http://www.nostockphoto.com/ which allows you to filter by photos that allow you to re-use them. Usually have a decent range of photos for most topics.

Another suggestion could be to contact the SHP magazine, see if they can offer you some digital media.

Although SW has suggested that the safety photo web-site may be the place to go, many of the picture on there are most likely to have been taken in the course of employment, in which case the employer is still the first owner of any copyright.
