These documents are very specific, can I ask why you would need to see one of these please?

Legionella is complicated

It can't necessarily be approached in quite the same way that some traditional 'safety' issues can be.
So much may be unseen and unknown that you may well struggle to call a risk assessment suitable and sufficient. A template document and filling in the blanks is unlikely to be enough unless the person filling it in has the necessary competence.

At the same time, in very simple water systems, I wouldn't want to encourage someone to go over the top....which is why you've probably not got answers you'd consider helpful so far.
