There appears to be a substantial increase in fines to both business and the public. Does the Govt have any responsibility with inadequate or financially preclusive disposal options ?

is the government really bothered as poor facilities etc. brings in cash and as far as I am aware local facilities are the responsibility of local not central areas!? NB: Many people forget that private individual members of the public can be fined etc. under environmental law whereas that cannot happen under H&S law

Big money fining individuals how long before the HSE get their cut perhaps with the new CDM Regs ?
