Should these guys I'm looking at be attached until handrails are in place?

They should be using some form of fall prevention method, ideally advanced guard rails but failing this then they should have a suitable harness with a fall arrest connected. Depending on the height they are working they might need guard rails because by the time the fall restraint activates they will have hit the ground unless they can use a fixed length fall restraint instead.

However, this should have been shown within their RAMS how they were going to prevent any falls during the construction of the scaffold before they started the work.

Thnaks again, Rob. For anyone who's interested, I stopped the work for many reasons.
They were walking along one planks, unattached, no guardrails, nothing. Unsecured, too short ladder. The list goes on. When it feels wrong, it usually is wrong.
