Fake accidents from construction contractors

Evening all,
Just gauging opinion here really.....
In the last month I've had 2 instances of 2 contractors (individuals) claiming to have had an accident on site (different sites) going off sick and never coming back to site. Only to find that they'd found other work elsewhere in a day or two.
One claimed a shoulder injury, the other a bang on the head, neither of which were witnessed.
Accident forms were completed at the time, both refused Hospital
Both, within a day or 2 known to be working elsewhere.
Anyone else in construction seeing this happen ?
I'm assuming there's enough work out there to allow them to pick and choose and they just don't have the common decency to be honest about it !!!!
I've filed the accident reports along with the various subsequent correspondence suggesting the wool has been pulled.

Talk to your insurers because you know what's going to happen next don't you?

This is becoming a common theme and not just because they are working for another company or in a better paid position. A little thing called Personal Injury Claims has helped increase the amount of accidents being reported but not necessarily to the employer!
It is seen as a quick and someties easy way of getting a few extra pounds as alot of companies will not fight it and simply pay compensation.
I would always report (if required) under RIDDOR but advise that there are doubts over the alleged accident/incident due to lack of witness evidence, late reporting etc, that way you cover yourself and HSE cannot come back at you for not reporting at a later date. Use the fact that they are/were known to be working elsewhere after the alleged incident/accident as evidence as well.
