Staff at one of my sites have pulled up tiling that is marked in the survey has being low risk. They didnt realise and thought they were being helpful as the toilet had flooded. Do I need to report this to the HSE?

Im going to stick my neck out here and say no. Allthough accidental release of asbestos fibres is reportable under Riddor if the tiles you are talking about are the plastic type then it is highly unlikely that any fibres will have been released. You may however want to seal the area and get an asbestos surveyor out do do an air test and get a more informed opinion. regards

I'd agree with paulw71 I assume you're talking standard floor tiles, in which case the fibres are so embedded it's only a problem if creating dust by grinding/sanding the floor. HSE have a leaflet especially for such tiles. If they were flooded, then they'll certainly be damp enough... http://www.hse.gov.uk/pubns/guidance/a23.pdf
