I have recommended to a client to use the CITB TBT's as a template to build there TBT library up, but have now noticed these are no longer available. Can anyone recommend me something similar? Thanks

The GT700 Toolbox Talk book still seems to be available here http://shop.citb.co.uk/GT70014.aspx or you can pre-order the revised 2015 edition here - http://shop.citb.co.uk/GT70015.aspx due for release on the 1st of April.
