Can you provide clarity on this scenario please - A very large utility company carrying out large engineering maintenance projects on their assets. The work in some cases is done 'in-house' by our own staff. The work by definition comes under 'construction work' under the 2015 regs, but would we be deemed a 'contractor' for maintenance work, even though all of the staff are employed by the client'?

I would think so too. The department that owns or utilises the assets would be the client. The department that carries out the maintenance works would be the Contractor.
