When filling out the F10 to notify a project, what is meant by the part asking for the "Planned number of contractors on the construction site"? Is this the number of persons carrying out construction work (i.e. the definition of contractor in the regs) or the number of different contracting organisations expected on site? If the former, how does this differ from the requirement to state the "Estimated maximum number of people at work on the construction site."

My reading of 'person' in the definition of contractor is 'legal person', ie includes a body corporate as a single entity, not 'natural person', ie individuals.
Which leads to the conclusion that 'number of contractors' means 'number of organisations'. As you say, the alternate reading makes no sense because both questions (11 and 12 in schedule 1 of teh regs) then ask the same thing (except in unusual cases). Likewise, (again referring to the regs schedule 1) I don't think question 13 means the home name and address of each employee of each organisation...

I have the same debate going on. A client's take on this is that number of people on site = his staff, and contractors = number of contractor staff. This doesn't make sense.
As CDM-C's we have been assuming that people = people in the CDM area and contractors = businesses. This logic gives the HSE a means to gauge the size of the project.
I have e-mailed the HSE for clarity - they will reply in 30 working days!
