OK L&G,
I would like to ask if anyone has had the pleasure of introducing a BBSM programme in their organization, and if so was it voluntary or was it made a part of the conditions of employment?

I have been tasked at looking at implementing a BBSM programme. Its not either voluntary or conditions of employment...but then again you have to do what the boss says!

I very much doubt that each & every specific aspect of an organisation's safety programmes / initiatives is prescribed/explicit in conditions of employment.

If you are meeting resistance from employees or their representatives to introducing such a programme and they are quoting the reference to conditions of employment, then you need to deal with the overall safety culture before introducing the programme.

We, despite having a very positive safety culture, undertook a pilot first involving one department, then rolled it out at the UK site and as a global organisation, worldwide, but always after due consultation and input from employees representatives. Last, but not least, we do not ever identify the observed person's name.

There is not much point in intoducing BBS if other aspects are not mature, i.e the management system, leadership comittment and involvement, i.e. walking the talk. Otherwise it can have a negative impact.

We have introduced BBS but only after we had achieved a very high standard in traditional safety and changed the culture of the organisation. BBS does not work as a standalone system, it needs to be used in conjunction with more usual management system methods.

As long as the culture is right, you can't go wrong with it, but try introducing it before you have the right bedrock and it will be ridiculed and worse than useless.

Echo Hilary's response - did my dissertation on the implementation of a BBS 13 years ago now and I found that they fail for pretty much the same reason as Hilary has mentioned.
