Haha I had to enlarge the image to see what you were referring to but agree, not the best example of safe working practices I've ever seen?

I can see a person's lower legs and one hand. That individual could be wearing full harness and restraint - it would all be out of shot?

The person is also wearing a rather attractive line in smart shoes and no gloves. I suspect, in my experience, this is a manager who preaches a good story but then pays little heed themself.
