Is someone with a Nebosh General Certificate able to offer advice to companies as a Consultant or is Nebosh Diploma the minimum level.

In short you don't legally need any qualifications but you would need the relevant insurances. However you should always be prepared to walk away if you don't feel you are competent enough to offer advice. SBH

It is up to the client what competence their H&S Consultant holds. Some companies advertise to employ NEBOSH cert holders as H&S Manager, so why wouldn't another company use a Consultant with similar qualification.
