I might be completely wrong but a “protected fire escape route” is one so arranged that people can get through it as quickly and safely as possible to the final place of safety. What difference will windows make? The fire will be in a room, which might be adjacent for the protected escape route and any windows on any fire doors (which are designed to stop the fire from spreading and so help protect the fire escape route) will need to be of the fire resistant type such as the wired one mentioned. But windows to the outside: it matters not whether they open or are fixed shut IMHO.

No, there is no general or mandatory requirement for windows to open on evacuation routes.
Some premises (to comply with building regs, and/or following a RA) may have AOVs (Automatic Opening Vents) in escape routes - often staircases - to allow for that route to be ventilated when the fire alarm activates. Sometimes these AOVs take the form of sprung loaded or powered window openers
