I'm faced with an issue that at this point I dont think is easily solved. We've around 160 operating sites in the UK. Of these we've direct responsibility for water safety in at least 125, most of which are simply offices.

My existing strategy has been to issue each site with guidance, a water testing themometer and a recording template document, however this isn't working very well. Testing is being done and recorded but if the temps are out of scale then despite guidance notes nothing is being done.

These are not high risk locations and more often than not it's simply turning up or down the boiler. I'm not in a position to throw a big legionella assessing company into the business so I'm ruling that option out.

Has anyone any suggestions or examples of way's they've dealt with similar situations?

I don't necessarily see this as a legionella issue. When it comes down to the crunch its simply people not doing the job they've been trained and instructed to do (on the presumption they've been trained).

It requires getting behind the face value facts and trying to understand WHY they're not taking the appropriate remedial action. Have they all had training or have many missed it, was that training understood (language, depth - do they understand WHY the temperatures are being taken and the risks they are looking after? etc.), are their time pressures or alternative pressures for not adjusting temperatures (despite having time for monitoring!)...worse still, are the temperatures genuinely being monitored (as opposed to being faked and throwing in some poor results to give them some credence)?

If they're lazy then its a line management issue. If there are other things going on then it's about finding a way around those issues. Investigate, speak to the people involved directly and try to avoid assumptions as far as you can.


My gut feeling would be somewhere between they haven't read your guidance note, don't understand or appreciate the risks and thus can't see the importance of taking immediate remedial action on their own initiative and are looking for a specific instruction. I could, of course, be totally and utterly wrong. ;)
