We are putting in foundations for a building that is going to be erected next year. Do the new CDM regs apply to this operation as it will only take 2 weeks to complete the foundation works.

CDM applies to ALL construction activities. I suspect what you are actually asking is, is the project notifiable to the HSE.
A project is notifiable if it is going to take more than 30 working days and has 20+ workers at any one point, or if it will exceed 500 person days. No unless you have like 40 people on site, I don't think you will be notifiable.

I was asked a question this morning, if we are working on contract (we are principle contractor) and we'll be fitting solar panels on the roofs of ten schools, would this be notifiable under CDM? Is the contract viewed as 10 separate projects or one large project?

CDM defines: "projectâ means a project which includes or is intended to include construction work and includes all planning, design, management or other work involved in a project until the end of the construction phase;

And that is it. If this is all under one contract, I would take the opinion that it is one project, if it is 10 contracts then I would take it as ten projects.
If it is all under one contract HSE gives this advise about multiple locations and notification:
Multiple Notifications: Where a project is made up of multiple sites, it may be impractical to make multiple notifications (F10s). In cases where the work is relatively minor at each location, it may be more appropriate to notify on one form and provide a list of the addresses on the form where there is provision for a description of the construction work involved. This is a free text field in which you can provide more details. For example, if you have indicated on the first page that the work will be undertaken at multiple sites, then a list of those sites can be provided in this field.

That depends on is it the same client...regardless I would consider it one project and notify as it is not too onerous a task. All the issues relating to notifiable projects apply anyway under the new 2015 CDM regs.
