Duties of CDM co-ordinator during transitional period
"The CDM co-ordinator must not arrange for or instruct a worker to carry
out or manage design or construction work unless the worker is competent or
under the supervision of a competent person."
emphasis on manage design? what will be the interpretation of this?

Not a realistic or foreseeable outcome IMO. Not worth bothering about. I've not come across any CDM-C arranging for or instructing such work up to now.
