Hi, I was intending to submit F10 under CDM2015, but I noticed that without recording PC details I cannot submit F10? • Does it mean, we will submit when we have PC, Client, PD appointed? • What about the plan, manage, monitor, coordinate pre-construction phase? As at this stage PC is not appointed yet. It is just client, PD, Designers only. • APS website states that, (Notification of Project (Form F10) – now required prior to commencement of construction ;) It’s mean we need to submit before commencement of construction not when appointed as CDM client advisor?

HSE Guidance (I'd trust this before APS) "The client must submit the notice as soon as practicable before the construction phase begins. The client can request someone else do this on their behalf. Any modifications or updates to the notification should be sent making clear that they relate to an earlier notification". If Client hasn't appointed a PC (info required by the Schedule to CDM2015) then it isn't practicable to submit the F10. Have you actually been requested to submit an F10?

This is a total nonsense for the HSE to require early notification and then install a system that demands a PC name. Until one is appointed I would use the Client name as PC also and then modify when tender has been won.

People must remember you can submit an F10 on a simple piece of paper, in letter form and send it by snail mail. Question, what does APS mean? They used to be the association for Planning Supervisors followed by CDM Coordinators. Are they still hanging on ? No offence meant to anyone, just curious.
