Can anyone point me to any legislation or guidelines relating to retractable lap seat belts. One of our lap restraints that we use in our minibus is somewhat frayed but I do not think it is enough to take it out of action. the webbing is not cut, or split just a little fluffling. the seat belt works fine. One of our volunteer drivers refuses to use it saying it is not fit for purpose, however I believe it is.

From my memory of conducting MOT test's the legislation comes from Section 45 of the Road Traffic Act 1988. The guidance for testing vehicles comes from the MOT testing manual which sets the standards and guidance. Again its been a while since I have been involved with this but, a little fraying is not a course to fail the test.
Its difficult for anyone to give you advice here (because we cant see the seat belt condition) apart from get it checked by a qualified MOT tester and get their expert opinion.
