Scenario

A company has people working in council properties and privately owned homes installing electrical wiring and gas boiler/radiators etc

Should Asbestos Surveys be completed prior to any work beginning in privately owned homes and what qualification should this person/organisation have to conduct Asbestos Surveys in privately owned homes.

What type of Asbestos Survey should be used:Management Survey or Refurbishment and Demolition Survey

IMO yes Refurb/demolition surveys should be carried out.

That is my opinion but the regs do state non-domestic premises.

I don't see there is a difference as the stuff can still kill whether in domestic or otherwise.

Problem will arise when asbestos needs to be removed from domestic premises, who pays the bill.

In domestic properties owned by housing associations for renting out to tenants there is a need for a refurbishment / demolition asbestos survey to have been carried out where there is a foreseen requirement to disturb the fabric of the building or working on the services, etc.

Some housing associations do this as an archetypal type survey so that they pick so many of the same type houses within the areas of a few streets as long as they were all built at the same time by the same builder.

Unfortunately I cannot say if this applies to privately owned properties as I've not been involved in this type of work but, as an employer the person sending the contractor in to the properties should at least have made sure their employees are asbestos awareness trained as a minimum.

The client is responsible for the provision of pre-construction information as per CDM regulations, including asbestos surveys. It makes it makes no difference whether the house is privately owned or a council house. The contractor has a duty to ensure the safety of both the people they engage to carry out the work and the residents' in the properties if their work may disturb the fabric of the building, as does the client of course.

In my experience any wiring or installation of gas appliances will most likely involve disturbing the fabric of the building. The company who should be carrying out asbestos surveys need to be an accredited asbestos contractor e.g. UKAS.

It is acceptable to use a sampling strategy on the proviso the criteria in HSG 264 is met. The properties must be at least the same archetype as a minimum.

In the private housing context, the Control of Asbestos Regs. 2012 place duty on the employer (in this context the contractor if his contract is directly with the householder). CAR Regs, 5, 6, 7, 10 etc. apply.

In answer to John at #5, yes we do let tenants know as some have a tendancy to carryout DIY activities without asking for the required permissions.
