Can anyone offer any simple advice on creating a Construction Phase Plan? A client has asked for a CPP for our Locksmith business. Looking at their request they see, to want a generic CPP for the work we carry out.
Its not something I have experience of and although I have downloaded some info from the HSE, I am a little stuck. Any assistance would be gratefully appreciated.

The contents of a CPP will vary according to the type of work, size of the project and the inherent risks. For low risk maintenance type work the details can be fairly sparse. Below is HSE official guidance for the contents of a CPP, most of which would not apply to a locksmith. Therefore I suggest your details could include name and address of property/client, duration of task (estimate), welfare facilities i.e. drinking water and toilet facilities to be used (could be local supermarket, etc), PPE to be worn, any special risks which may be considered (not many I would think) and any first aid/emergency arrangements.
You could draw up a Method Statement and call it a MC/CPP with some additional Risk Assessments for the work if you feel inclined, hence RA/MS/CPP. PM me if this post does not clarify the situation.
5 The following list of topics should be considered when drawing up the plan: (a) a description of the project such as key dates and details of key members of the project team; (b) the management of the work including: (i) the health and safety aims for the project; (ii) the site rules; (iii) arrangements to ensure cooperation between project team members and coordination of their work, eg regular site meetings; (iv) arrangements for involving workers; (v) site induction; (vi) welfare facilities; and (vii) fire and emergency procedures; (c) the control of any of the specific site risks listed in Schedule 3 where they are relevant to the work involved.

IS the work of a locksmith "construction work", and is the spirit and intent of CDM 2015 really intended to extend to this level? I think not.
A 'generic' CPP is in itself quite meaningless. CPP and other key aspects of CDM relate to a specific project.
If you have appropriate and suitable and sufficient risk assessments and safe working methods, I would be happy with that, and it's an argument worth taking back to your client.
