Can anyone help. I am looking at a rescue plan for working in a work gantry that travels along rails. The gantry is designed with clipping on points for fall arrest. It is power by hand crank by the operators. Any ideas

Do you mean rescue following a fall from the gantry? If yes then it depends on ease of access from below and what else is in the area. In a previous role we had scissor lifts scattered throughout the factory that could easily be used for fall rescue.
If you don't have that option then google for gotcha rescue kit. It's a rescue kit in a bag that requires training for the operatives involved but it's pretty portable. The problem is keeping trained people skilled in its use, so practice drills and refresher training will be needed. A good work at height training provider will be able to assist you with that.
