PD for the repairs and maintenance sector CDM reg 2015

I would like your thoughts on who can be the PD for smaller jobs (under CDM 2015) in the repairs and maintenance industry.
Example job;
Building a small brick wall 6ft x 15m long, there will be two contractors on site, can a bricklayer be the PD if they've been working as a bricklayer for 5 years, they have the skills, knowlegde and experience of how to build the wall but does not have any training/quilifications.
Example two job;
Roof repairs, remove tiles, felt and battens to one side of a pitched roof. There will be a scaffolder and a roof working on this project, can the roofer be the PD? they have the skills, experience and knowledge of how to complete the works but no qualifiactions just on the job training for over 5 years.
Thoughts?

These types of topics are continually discussed on these forums. I suggest sometimes it is a case of pragmatics over provisions for the answer. However here is my take on the two examples.
The client can be the PD and I suggest for some minor works it may be solution. If you use a regular contractor e.g. term contractor, then you could appoint these as both PC and PD for minor work.
The second example I would definitely appoint the repairs contractor as both the PC and PD. After all, they are sub-contracting the scaffolding I presume, arranging and co-ordinating the work. Hence the repairs contractor becomes the PD under the circumstances.
