Mobile plant lifting equipment - ropes tests and failures

I am investigating a recent incident where an item of mobile plant designed to move ISO containers (Standard 20 and 40 Foot) had a catastrophic failure of the wire ropes used to lift the cradle onto which the container is connected. (High potential near miss)
I am trying to find any relevant resources about best practice in the management of ropes for such machines. The machine is not regarded as a crane, but operates in a very similar way mechanically. (Using wire ropes to elevate and lower a suspended load). Are there standards around how often ropes should be removed and tested for mobile plant applications? The manufacturer requires regular visual inspection, but there is no requirement in the maintenance manual for the vehicle for the ropes to actually be removed and subjected to NDT or other physical load, integrity testing.
Can anyone point me in the direction for relevant standards or test regimen for mobile plant?

In the UK there is a statutory requirement that lifting equipment is inspected and tested by a competent person every 12 months. There is also a requirement for a written examination scheme put by a competent person or manufactures. This would include mobile plant designed to move ISO containers.
I only have experience of cranes, but from memory I do not believe the ropes are removed for inspection and testing. For more authoritative guidance you need to establish and obtain the appropriate BSi (British Standard Institute) or a similar standards. I know when they produce these standards they do liaise with other countries.

Can we ask, what is the relevant law in singapore that applies to either: lifting equipment and accessories, or work equipment.
then can we ask exactly what it says on:
- determining the risk assessment and responsibility prior to lifting operation
- maintenance and/or pre-checks of required equipment
- any written or recorded information of the above points
- Do these laws or industry standards in singapore point towards international manufacturing and/or test standards for equipment
Answers to these may help us understand as well as help you
