Dear Colleagues,
The term Tool-box Talks is a very familiar term in Construction Safety. As we know, it describes the briefing to the working team members by the line management staff and assisted by the Safety Personnel - about the work hazards and the relevant control measures pertaining to the task / work activity that is to be undertaken (in generals - sometimes additional details pertaining to the emergency contact numbers, assembly points etc, as may be the case from workplace to country.
It is a tool to communicate with site personnel about site pertinent hazards, as elaborated above. Now the issue is:
TBT is used as a tool as a recommendation in accidents & incidents. The recommendations for any incident should rather focus upon: Immediate Causes & Root Causes and derived from these.
What is annoying is: Recommendation can be seen as:
* Conduct Tool Box Talks to prevent a particular incident.
In fact, a TBT is almost a mandatory tool to educate personnel about the procedural way of work, hazards & preventive measures.
Hence to conclude: Incident or accident recommendations should not be diluted by suggesting TBT as a sole recommendation. TBT can be one part and parcel of the list of elements in the elaborated recommendations.

I agree.
TBT safety briefings should be a regular event on a site, maybe one a week, but after an incident it is sensible to choose that as the topic for the next TBT, especially if the team have been discussing the incident and want to know the root cause

With respect, I think you have got the wrong end of the stick. If I have read the post correctly it is saying that a TBT should not be the sole outcome following an incident investigation.
The ubiquitous use of TBTs devalues them to some extent. They are treated as the panacea of all manner of ills. Indeed, minor incidents apart, TBTs are not generally good corrective actions but they are common place because they are easy and quick to implement, rather than some more meaningful action like proper training/refresher or even disciplinary measures.

Ray, that's exactly what I was saying, or trying to say. If the team need to discuss an incident then a TBT 2-way discussion can be part of the corrective action, to get an understanding of the root cause.
TBT should be a regular team event on site, good for feedback and getting everyone on the same wavelength about topics

There is a good post on safetyrisk.net regarding the use of the TBT's and how it has evolved over time. I must admit I am guilty of some of the things it mentions and we generally in industry tend to use it to capture a multitude of things.
