Within the new regs would we now class the installation of new machinery as a construction project

Depends on the size of the machinery. Link below is to a blog post from EEF that lists some possible scenarios where installation would be considered CDM.

Lots of debate on here as to what it actually means to have CDM applying to such installations.

CDM 2015 applies to engineering construction works. It is difficult to comment without knowing more details. If the machine is delivered substantially complete and is installed without preparation works (civil engineering, building, foundations, steel work, ducking etc) then CDM may not apply.
