All, It might be silly question? but you wont know if you dont ask. I know it can be (or not) PC as PD but how can we monitor the VE, and site performance from client side? Thanks

The same way you would if the PC wasnt PD. By having independant site inspections, audit of documentation etc. PD has no duty in respect of monitoring site works/performance anyway.
