Good question, I've also wondered this it makes my life a bit harder because you can't point to the ACoP for support anymore. I hope it wasn't, but I fear it was part of the red tape removal process. I'm interested to hear from those better informed than me.

It was indeed part of the 'better regulation' drive on the part of this government. HSE have replaced the ACOP with a micro-site, on their website, all about risk management. This is quite good to be honest, and recommends a very simple and straightforward approach to RA for most circumstances. It's kind of aimed at SMEs, which doesn't necessraily help say my organisation with its 20,000 or so workers, but it is helpful in general, John

The new HSE MHSW web-located guidance starts here, http://www.hse.gov.uk/toolbox/managing/index.htm there's a list of pages/links. This one on policy: http://www.hse.gov.uk/toolbox/managing/writing.htm and the same page then talks about reducing the risks of hazards and explains what is a hazard and what is a risk etc etc

Being wholly cynical (especially where the HSE are concerned), ACOPs are withdrawn so that they cannot be used to demonstrate compliance with the Law. Guidance is opinion-based. Makes the 'pay to play' HSE's work much easier when issuing FFI invoices.

or the government can claim to have reduced 'red tape' by saying they have got rid of 50 odd pages of guidance...reads well in the Daily Wail
