Be gratefulnfor thoughts about windblown handrail from a roof. The regs say over 5m high would be notifiable but the guidance implies this relates to multi lift scaffold rather than ground to scaffold height /roof edge ?your Thoughts would be of help.

I would yes . The scaffold company needs investigating . This should not happen in todays scaffolding world hence the reason we work to designs even just for handrails around a roof!

From the HSE RIDDOR site:
"The complete or partial collapse (including falling, buckling or overturning) of a substantial part of any scaffold more than 5 metres in height...
The figure of 5 metres used in relation to the height of scaffolding refers to the height of the scaffolding itself from its base and not necessarily to the distance between the top of the scaffold and the ground. "
So to be reportable the scaffold needs to be more than 5 metres from base to top, the distance from the ground is not relevant.
You also need to consider the phrase 'substantial part' I suggest. I have not direct experience of what would be considered as substantial in this respect, hopefully others can assist?

If a scaffold handrail blew of a building in a city centre say of a 30-40 m high building but the edge protection installed only had standards/uprights of a height of 950mm it would not be reportable as a dangerous occurrence? I have always thought it was a grey area statement about reporting but I was once told that and looked at it different.
This issue should raise some questions with the scaffold company which need answering fast.
