Is there a legal requirement that workers who use podiums and towers must be PASMA trained or is it the organisations duty to stipulate the training requirements for their use

There is no legal requirement for a person to undergo PASMA specific training!

Like all equipment users must be competent to erect an aluminium tower so they will require training in the safe erection/dismantling of towers
This type of training takes many forms by many different trainers, PASMA is just an widely recognised form of this training and generally accepted as the best type of training due to course content & quality of course
The company I work for have made it company policy that aluminium towers can only be erected by PASMA trained people

It is supposed to be the most regonised but 'best type training'! The quality depends on what company you use. I lawys try to get word of mouth as I have sent people on training who have come back as confused if not more when they have come back.

Why not attend the next training course yourself and you can give direct feedback or clarify any issues they might have? After all, Pasma state anyone who plans W@H must be competent as well.
I find the biggest problem is the delegates are told to only use safe equipment that meet the standards of BS EN 1004 then have to use the company's own mobile tower which DOESN'T comply or has no record of inspection.
