Three contractors are coming on site to perform cleaning of a vessel. Two are formally confined space trained, the third hasn't had any formal training but the contractor is saying he is very experienced. Does he need formal certification and if not what would you expect him to have in terms of competency? The question is do all people entering a confined space need formal training or is acceptable for the two competent persons to train the third man? Obviously a risk assessment and method has been requested.

I suggest that you have a quick read of the the ACoP for Confined Spaces (L101). It has quite a number of paragraphs on training requirements. There have been many serious accidents and fatalaties arising from this type of work, and the hazards and control measures are well known.
Personally, I would not let a contractor work in confined space on one of our sites without evidence of formal training.

I'd also want to reassure myself that the other two were trained to a suitable and sufficent standard.
For all you know it might be a half hour tool box talk.

Chrissie, I agree with the guidance offered here. The ACoP L101 goes into much detail pages 24-33, and training guidance too pages 34-37.
If the three have different training backgrounds then need to review, particularly regarding communication and supervision, and if a permit-to-work documented system is needed.

Good advice so far...I would want some evidence that the contractors have had confined space training, it would be part of my RA and PtW in terms of competency and training. I would also be concerned if a contractor is prepared to work in a confined space without any evidence of formal training, regardless of how 'experienced' they claim to be.
I don't know what your vessel contains or did contain, however I'm sure I don't have to remind you confined space working is high risk and therefore the control measures must be proportionate.

Not to mention the experience he has said he has, this frightens me a lot of people must have allowed him to work in confined space without training, scary, very scary.
