Aside from the HSE Tool, I am curious what other people are using. If there was a charge? If they set this up? Etc.

I have used the climate tool from Loughborough University. I believe it was developed for the offshore sector, but works fine for other sectors with some careful minor tweaks.
The toolkit is freely available from the Loughborough website, and the information provided makes it quite user friendly for setting up.

I have designed my own SC survey in the past in two organisations where I worked. It is much more interesting and fulfilling than just using an off the shelf product. It can also be tailored to fit your and the organisation's needs. I think the HSE product is overrated and over priced anyway.

I think it requires better training and better quality guidance to implement it and in order to get better quality results. Where I have seen this tool used I do not believe the results were accurate; also there was no proper recorded evidence to support the results other than the final 'findings'.
I've worked in several companies who have gone through a 'climate change' program and whilst one of them delivered good results the other two were poor. The difference between them was the one which delivered good quality results accurately measured the current climate and then acted on the results and then accurately measured the 'new' climate. In both cases it was clear that the results were accurate, within reason.
