PPE Regulation 4(3)(a) to (e) states that when selecting PPE employer should consider weather (among other things).
Our employees get jackets, coveralls etc. to protect them against cold but they also have to wear hard hats. Now, the question is - are zero hoods optional or are they treated as PPE? I understand it's down to the risk assessment but can they simply use hats under hard hats to keep them warm?
What are your thoughts folks?

Zero hoods attach to a hard hat in the correct way that's one thing to think about.
Hard hats can fall of easy with any old hat under .

I must confess I don't know what 'zero hoods' are? That said, it's all about visibility for the wearer regardless of the weather. Some hoods restrict peripheral vision, which is dangerous. There are balaclava which are designed to be worn under hard hats but personally I do not like them.
In my opinion as long as the hard hat sits on a person's head reasonably well I could give a whatever they wear under it.
