toolbox talk regarding innappropriate behavior

Hi folks, just wondered if anyone had delivered a talk to eastern European workers regarding appropriate behaviour on a site that occasionally has some ladies around before we take over the area to start our re fit.
I have to investigate tonight and give a toolbox talk etc, just was interested in how others dealt with this kind of issue.

This is a management/HR issue ----------- recently a female visitor wanted the pictures of naked girls removed from the cabin walls as the pictures were, in their opinion, inappropriate however the females [yep the pictures were put up by the females working at the site and not the males!] that put the pictures up were not happy and put them back up and threatened management with various discrimination and inequality laws as they said that their opinions were every bit as valid as anybody else's opinions etc. and the female visitor was well and truly 'talked to' by the female workers!
what I am saying is they we need to agree with the right people present, not some behind the scenes committee, what is inappropriate before we act & we also need to ensure that if its not a H&S issue then H&S keeps well away from it
my advice is to give this area to management to manage

If the site was appropriately supervised this would not be necessary.
Cheap labour looks less attractive if you factor in having to implement addition systems to manage them.

I would risk saying that inappropriate behaviour depends on individual manners, rather than "cheapness" of the workforce or, for that matter, nationality. Don't tell me you've never met a well earning lout or a gentleman labourer ;)
Besides, price depends on company's policy and if Eastern Europeans are paid less at work then others this falls into discrimination, doesn't it?
From health and safety point of view, I have identical issues with Scots and Poles who work on our site. There have been no reports of "inappropriate" behaviour towards female workers though.

I certainly would not discriminate - give everyone, men, women, Eastern and Western European, African, American, black, white, yellow, red, gay and straight, etc the SAME talk. That way everyone knows the rules, no one can be victimised or claim they didn't understand.

I agree with Hilary, no need to isolate or discriminate against anyone if the rules apply the same to everyone, regardless of their personal persuasions and demographics. Being aware of 'pockets of resistance' is part and parcel of a practitioner's role and dealing with it in a sensitive and proportionate manner.

Sorry for the delay in replying to all your answers. Thank you all, it has indeed been passed back to management as I suspected it was actioned to myself as a little bit of sideways manoeuvring.
investigation is on going as we speak.

I am curious why you have issues with Scots ? is it Scots in general or just the ones you work with.
I am Scottish but do not take offence to your comment everyone is entitled to their opinions. As I asked I am just curious to you reasons.

Hi Mike,
as I said, I have identical issues with Poles as I do Scots or, for that matter, any other nationality. It usually involves not wearing appropriate PPE ;) What I wanted to say is that nationality plays little role when it comes to behaviour towards women or H&S - it's rather a matter of manners in the first case and consciousness in the second.
