I have recently had mentioned to me that a PASMA training qualification may be requirement for not only the erector but also the person using the tower. Can any one advise if this is the case .

It may be someone's policy; like having a PASMA ticket in the first place. All the law says is trained and competent, how an employer / contract interpretes that is down to the employer or person who wrote the contract.
So if the Principal contractor wrote in the contract engaging a sucbcontractor that anyone working on the site will have a set of antlers between Dec 12 and 28 then that is what they would have to have. It obviously does not make it a legal requirement or somehting that has to happen on every site.....

You do not need to be pasma trained to carry out works on a pasma tower if it has been erected and inspected by a competent person ie pasma trained .
However if the user moves the tower it then needs inspecting by a competent person ie pasma trained before using again.
Also like Bruce said depends on the site policy.
