I witnessed something rather funny today, across the road from where I live the council (I assume it is them because no markings on the workers or their vehicle)? had been working to replace a water Stop Cock last Friday. They dug up the pavement and replaced the stop cock then left with a yellow cover over the new "grid" and surround that still had to be properly filled.
Today they arrived in their pick up truck, removed the yellow cover and placed safety barriers and signs around the work area and one of them took a load of pictures on an ipad type device and did lots of writing.
They then removed all the safety barriers and signage and commenced filling in the area with tarmac and finished the job.
My wife said it looked like a Benny Hill sketch ha ha.

Best case scenario - fudging a site audit report.
Worst case - somebody tripped over it during the weekend and the workers are now fabricating evidence to show the work area was left in a safe state.
Pass the photos on to council legal team and let them figure out how the trip could have occured with all the safety barriers apparently in place.
PS: Unlikely to be direct council employees. Most of this work is subbed out under framework agreements.

Don't forget that the Contractor might just be justifying the bill for the use of the barriers over the weekend to the Council.

Alternatively. They could have been waiting for clearance that the hole had been back filled correctly prior to the surfacing being finished.
Many contractors photograph the various stages.

The barriers were not there over the weekend as the hole was covered by a yellow board.
The barriers were there just long enough for photo's to be taken, then removed immediately.
