I think it is something to do with the banning of Perchloroethylene, but I can't find anything about the banning in Europe.

Hadn't heard of proposal to ban. HSE current guide INDG310 still makes extensive references to use of perc.

Tricholoroethylene is subject to "Authorisation" under REACH.
Under REACH, the chemical goes to the Substances of Very High Concern (SVHC) list etc etc.
We were using Tricholoroethylene in a closed vapour degreasing system for cleaning "equipment!" and substituted it with another halogenated hydrocarbon --fortunately we could do it without any major change, except operating temperature etc.
