does anyone know the standard of competence of anyone permitted to work on refrigeration systems

As far as I know (from along time ago!) the ammonia suppliers are very keen to ensure no leaks, so I'd expect they would have some views. Have you tried your current supplier? If there's not an answer to your specific question, what sort of competence standard/assessment do they use for people who work on their loading/filling systems?

umm not sure but if no one else posts. You may want to go down the route for Environmental control. Try EC Regulation 842/2006 which covers F gas /ODS used in air con units. This will take you on a wonderful mystery tour of EC legislation ( it could be EC 307/2008 for training, though there was some sort of change in 2011). This is for building air con units, but I think would also cover vehicle air con, as it seems to cover refrigerants.
Don't know anything about ammonia as such.

Ammonia isn't an F Gas, so thats not a requirement.
City & Guilds 2077 and 2078 Ammonia (Safe Handling of Ammonia) is normally required as a bare minimum, along with some experience.
once you have trained staff a local refrigeration company can probably assist overseeing filling and draining operations, until your engineers are competent.
