I was asked this question while delivering a training course today and even I will admit that I 'fudged' the answer. Please could anyone give me a definitive one ?

Look up the full title - 'The Health, Safety and Welfare in connection with Work, and Control of Dangerous Substances and Certain Emissions into the Atmosphere'.
It was shortened (and legally defined) by using 'etc' and its acceptance onto the statute book of 1974. These are sometimes visible in front of the speaker in the Commons.
The original act incorporated a lot more than welfare that has since been repealed by other legislation - for example control of pollutant emissions to atmosphere.

and the importance of law making in the UK these opening words describe our democracy with the inclusion of the Lords (spiritual - religious members of the House of Lords and temporal - those that are ... wise....(allegedly?) and of course the House of Commons;
Be it enacted by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:— followed by sections of the act itself.

The Act has some 84 Sections, with only 9 or so directly relating to health and safety provision at work. By my arithmetic, that's a lot of "etc." !

The clue is in the "Preliminary" introduction to the Act.:- "An Act to make further provision for securing the health, safety and welfare of persons at work, for protecting others against risks to health or safety in connection with the activities of persons at work, for controlling the keeping and use and preventing the unlawful acquisition, possession and use of dangerous substances, and for controlling certain emissions into the atmosphere; to make further provision with respect to the employment medical advisory service; to amend the law relating to building regulations, and the Building (Scotland) Act 1959; and for connected purposes"
The Health and Safety at Work etc. Act 1974 was originally in four parts. Part I contains the most important provisions for people at work or others affected by work. Part II contains provisions concerned with the Employment Medical Advisory Service (EMAS). Part III [Building Regulations, and Amendment of Building (Scotland) Act 1959] has been repealed. Part IV ('Miscellaneous and General') is as indicated, except for the provisions concerned with the geographical scope of the Act ).
